   Any version of photoshop will do it.

   Warning! Photoshop is not as easy as it seems. Be prepared to do a lot of trial-n-error and research in order to do any effect you want to do.

   any photoshop will do, i recomend u CS3 or CS4.
   When u install it open ur picture and on the toolbar select the “filter” option and in there ull find “liquify” that’s the easiest tool to change ****** features. have fun!
